Burt County FY 2023-2024 Budget Meeting The Burt Co. Board of Supervisors held their FY 2023-2024 budget meeting on September 13, 2023. The notice of budget hearing was published in the Oakland Independent, on a 1st floor courthouse bulletin board and on the Co.’s Website; proof of publication is on file with the Co. Clerk. The following members were present: David Schold, Gary “Bird” Swanson, Jeff Kutchera, Paul Richards, Carl Pearson, Sam Titus and Ted Connealy. Others present: two (2) members of the press and no public. The meeting opened at 9:00 A.M. with the Pledge of Allegiance. Chairman Schold informed the public that the Open Meeting Act is posted on the wall. A public hearing was held from 9:00 A.M. – 9:05 A.M. Proposed budget statements were made available for public review and Co. Clerk Sarah J. Freidel gave a presentation outlining key provisions of the proposed budget. FY23-24 Tax Request Hearing will be held during the Board of Supervisors meeting on September 28, 2023. The budget meeting was adjourned at 9:05 A.M. upon motions by Richards and Connealy. SARAH J. The minutes of the 8-28-2023 BOE and Supervisors meetings were approved… motion Kutchera, Connealy, All Ayes. August Reports: Office financial reports, Zoning Report, Fund Balances, and Misc Receipts of $ 318,071.58 were all approved… motion Swanson, Titus, All Ayes. OFFICE UPDATES (2): (1) Treasurer – Robin Olson (2) District Court – Michele Quick Courtroom Equipment: Chairman signed the transfer paperwork for Courtroom equipment from the (AOCP) Admin Office of Courts & Probation to Burt County. Demo Grant Applications: for Steve Devening (1504 E St., Tekamah), $3,6000.00 (50% low bid)… approved upon motions Kutchera, Richards, All Ayes. Public Transit Program Proposal: David Branch, Cuming Co. Economic Development and Tyler Toline, CEO of Franciscan Healthcare presented a proposal for PUBLIC TRANSIT SERVICES to be offered via a joint venture between Burt Co. and communities and Cuming Co. and their communities and Franciscan Healthcare. Citizens utilizing the services will pay a small useage fee based off duration/distance; rides will be provided on a first come first serve basis. Franciscan Healthcare would operate the entire program. Funding will come from three sources: Federal sources (Federal Transit Admin), State Sources (NE Dept. of Transportation), and Local matches (Burt Co., Cuming Co. and Cities/Villages within both Counties. Mr. Branch will return to a future Burt Co. Board meeting with final numbers for participation in the program. No action today. City/Village Building Permits: Katie Hart, Burt Co. Assessor asked to discuss the lack of building permits being turned in from the County’s Cities/Villages. Communication will be drafted explaining the reasoning and necessity of the permits to all five (5) City Councils/Village Boards of Burt County. ROADS: Present for discussions: Andy Braniff, Road Employee (a) Road Committee Report: Tool Truck engine blew up (’08 Dodge 5500); Board advised Braniff collect cost comparisons for new engine -vs- new cab/chassis. (b) Lyons Shed – spray insulation bids: The board advised Braniff to bring back cost comparisons for full insulation of exterior walls -vs- putting up walls to create bays in order to insulate less area. (c) State Stop Sign Program – Resolution 2023-12 Supervisor Pearson made a motion to sign the Contract and Resolution for the Stop Sign Program, Richards seconded. Approved By Roll Call Vote: Ayes - Swanson, Kutchera, Richards, Pearson, Titus, Connealy and Schold. Nays – none. RESOLUTION #2023-12 SIGNING OF THE PROJECT PROGRAM AGREEMENT -Statewide Upgrading Existing STOP Sign Location of Rural Roads -Whereas: Burt Co. is proposing a transportation project for which it would like to obtain Federal funds; and Whereas: Burt Co. understands that it must strictly follow all Federal, State, and local laws, rules, regulations, policies, and guidelines applicable to the funding of the Federal-aid project; and Whereas: Burt Co. and Nebraska Department of Transportation (NDOT) wish to enter into a new Project Program Agreement setting out the various duties and funding responsibilities for the Federal-aid project. Be It Resolved: by the Board of Supervisors of Burt Co. that: The Chair of the Burt Co. Board of Supervisors is hereby authorized to sign the attached Project Program Agreement between the Burt Co. and NDOT. Burt Co. is committed to providing local funds for the project as required by the Project Program Agreement. -NDOT Project Number: HSIP-STWD(203) -NDOT Control Number: 01063 -NDOT Project Name: Statewide Stop Sign Program -Adopted this 28th day of September, 2023 at Tekamah, Nebraska.
