City of Oakland Council Proceedings APRIL 19TH, 2021 On APRIL 19TH, 2021, the City Council of the City of Oakland, Nebraska, met on this day at 5:31 p.m. in regular session at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska for the regular monthly meeting. After discussion Councilman G. Mockenhaupt made a motion approve Resolution 2021-4 "authorizing the redemption of the General Obligation Various Purpose bonds, Series 2016." At 5:37 p.m. Councilman N. Anderson seconded that motion. All Present Voting : Yay ( Greg, Luke, Nathan, Jeremiah) - 4, Nay - 0. At 5:38 p.m. Councilman G. Mockenhaupt made a motion to approve Resolution 2021-5 "authorizing the redemption of the General Obligation Swimming Pool bonds, Series 2016." Councilman N. Anderson seconded that motion. All Present Voting : Yay ( Greg, Luke, Nathan, Jeremiah) - 4, Nay - 0. At 5:39 p.m. Councilman G. Mockenhaupt made a motion to approve the waiving of the three readings of Ordinance 730 "Authorizing the issuance of General Obligation Various Purpose Refunding bonds, series 2021 of the City of Oakland Nebraska, in principal amount of not to exceed one million one hundred thousand dollars ($1,100,000) to refund certain outstanding bonds of the city; prescribing the form of said bonds; providing for a sinking fund and for the levy collection of taxes to pay said bonds; providing for the sale of the bonds and authorizing the City to enter into a bond purchase agreement ; authorizing the delivery of the bonds to the purchaser; providing for the disposition of the bond proceeds and ordering the ordinance published in pamphlet form" Motion was seconded by N. Anderson. All Present Voting : Yay ( Greg, Luke, Nathan, Jeremiah) - 4, Nay - 0. At 5:39p.m. Councilman G. At 5:40 p.m. Dale Jones and Harold Van Foeken approached the City Council to discuss the liens put on property 613 N Davis Ave Oakland NE 68045, while they are in the process of purchasing it from the current owners. They hope the City will work with them on the lien amount for mowing which is about $6,000 from the 2020 year. With the other houses they have saved and fixed up within town their reputation hopes show the Council they can bring another house to it potential and livable for a family to move into. Councilman G. Mockenhaupt made a mention about as much as he appreciates them in doing their part in taking care of the community wonders if closing the purchase agreement altogether before the City agrees to be of assists in any way. Councilman J. Johansen mentioned the City should investigate what we put into it financially to pay for the third party contracting that was done as well as filing fees. At 5:54 p.m. Councilman G. Mockenhaupt made a motion to have Mr. Jones and Mr. Van Foeken come back to a Council Meeting once purchase sale has been completed and pending the sale agreement upon conditional agreement the City to waive half of the lien amount. Motion was seconded by Councilman N. Anderson. All Present Voting : Yay ( Greg, Luke, Nathan, Jeremiah) - 4, Nay - 0. At 5:54 p.m. Julie Johnson approached the City Council on behalf of the Swedish Heritage Center Community Betterment Purposes Keno Lottery money to be used to help replace the sidewalk and finish the trimming around the window. Julie mentioned that the Shop class at Oakland-Craig Public Schools with teacher Marc Rexroad doing the sidewalk work. About $3,500 is with Anderson Structure removing everything. Council mentioned that the City Street Department to take out the sidewalk concrete to lower the cost. Council discussed to table this discussion and review the bids for next meeting in May 2021. At 6:13 p.m. the Sand volleyball court was discussed for the City Park . Mike and Crystal Woods would like to know what process it will take to get one if possible. The possible size would be 40 x 80 for one court of sand volleyball court. Just do one court to start with and put in that area it can grow with more than one court in the future. Discussed that maintenance is a concern but having it being used regularly and raked. Crystal mentioned a volleyball league every Sunday around 4 p.m. each day to just play much like an open gym and possibly do a league in the future. Mr. Woods mentioned grant money for park and rec activity to be applied for. Cost will probably be sand, installation, net, etc. Council suggested they find placement for the Court as well as get the cost and placement for the Woods to work on. BUSINESS: At 8:23 p.m. Councilman G. Mockenhaupt made a motion to approve the "Nebraska Cowboy Mounted Shooters" during the 2021 Burt County Fair on July 17th and 18th to lift the gun ban within the City limits. Motion was seconded by Councilman L. Blanc. All present Voting : Yay (Greg ,Luke, Jeremiah, Nathan)- 4 , Nay - 0. At 8:24 p.m. Councilman G. Mockenhaupt made a motion to approve the JEO Amendment Letter of Agreement for Well Site Assistance. Motion was seconded by Councilman N. Anderson. All present Voting : Yay (Greg ,Luke, Jeremiah, Nathan)- 4 , Nay - 0.At 7:19 p.m. Councilman L. Blanc made a motion to accept both grants from demolition at 506 N Logan Ave - total for demolition $4,210.00 / received grant for $2,105.00. 513 N Logan Ave - total for demolition $6,110.00 / received grant for $3,055.00. Motion was seconded by Councilman N. Anderson. All present voting: Yay- 4 9Luke, Greg, Nathan, JJ). Nay - 0. At 8:25 p.m. Councilman N. Anderson made a motion to approve Resolution 2021-6 "WHEREAS there are federal funds available under section 5311 of the Nebraska Public Transportation Assistance Program which is 100% federal share ." Motion seconded by Councilman J. Johansen. All present Voting : Yay (Greg ,Luke, Jeremiah, Nathan)- 4 , Nay - 0. At 8:25 p.m. Councilman L. Blanc made a motion to approve Resolution 2021-7 "WHEREAS there are Federal Funds available under Section 5311 of the Federal Transit Act and for the Nebraska Public Transportation Assistance Program."
