City of Oakland Council Proceedings November 20th, 2023 On November 20th 2023, the governing body met for a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, which was held at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Mayor Dan Jacobs started the meeting at 7:00 p.m. with Roll Call. Council President Nathan Anderson, Council Member Jeremiah Johansen, and Council Member Amy Denker-Rost. were all in attendance. Excused: Council Scott Swenson. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. In attendance were Clerk Kayla Eisenmenger, JEO Consultant Isaac Kreikemeier, Franciscan Health Transportation Representative David Branch, and Oakland Independent Curtis Hineline. Motions were made, seconded, and carried for the following items of business: 1. At 7:02 p.m. Council President Nathan Anderson made a motion to accept and approve the October 16th, 2023 minutes and November 14th, 2023 minutes. At 7:15 pm Council President Anderson made a motion to approve JEO Agreement for continuing Phase One (1) for Johnson Subdivision. JEO Agreement for Phase Two (2) and three (3) proposal to perform platting and design services for Johnson Subdivision in the amount of $76,000. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 6. At 7:26 pm Council Member Denker-Rost made a motion to approve the process of having the interlocal agreement with Franciscan Healthcare Transportation, paying an amount of $2,500 per year for a three (3) year commitment. Motion was seconded by Council President Anderson. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 7. At 7:49 pm Council President Anderson made a motion to approve the Four (4) year annual lease agreement payments at $17,237.00 with an interest rate of 6.18%, Three (3) year warranty. Council Member Denker-Rost seconded the motion. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 8. At 7:49 pm Council Member Johansen made a motion to approve the 2024 Renewal of Blue Cross Blue Shield Insurance. Motion was seconded by Council Member Denker-Rost. At 7:51 pm Council President Anderson made a motion to approve CPA Sharon Hammarlund to be the City of Oakland NE Auditor for the 2023-2024 fiscal year. Motion was seconded by Council Member Johansen. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 10. At 7:51 pm Council Member Johansen made a motion to approve the re-appointing of City Engineer to be JEO Consulting Group, Inc. for 2024. Motion was seconded by Council President Anderson. At 7:52 pm Council Member Johansen made a motion to approve the reappointing of Julie Ogden with JEO Consulting Group as the Street Superintendent for the 2024 year. At 7:52 pm Council Member Johansen made a motion to approve Resolution 2023-13 " Signing of the Year-End Certification of City Street Superintendent 2023." Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 13. At 7:53 pm Council Member Johansen made a motion to approve Resolution 2023-15 "WHEREAS, the City of Oakland, Nebraska recognizes that a properly functioning Public Water System is necessary to the health and welfare of the citizens of the city." Motion was seconded by Council President Anderson. All present Voting: Aye (Nathan, Jeremiah, Amy)- 3, Nay - 0. 14.
