Minutes of the Burt County Board of Supervisors The Burt Co. Board of Supervisors met July 28, 2023 in the Boardroom of the Burt Co. Courthouse in Tekamah, NE. Notice was given in the Oakland Independent (7-20-2023), on courthouse 1st floor bulletin board and on Co.’s Website; proof of publication is on file with Co. Clerk. The following members were present: David Schold, Gary ‘Bird’ Swanson, Jeff Kutchera, Carl Pearson, Sam Titus and Ted Connealy. Absent - Paul Richards. The meeting opened with the pledge of allegiance at 9:00 A.M. Chairman Schold informed the public that the Open Meeting Act was posted. The agenda was approved… Kutchera, Connealy, Ayes – 6, Absent - Richards. Minutes of 7/12/2023 Supervisors meeting and 7/13/2023 & 7/21/2023 Bd of Equalization meetings were approved… Titus, Swanson. Ayes – 6, Absent – Richards. July claims of $748,299.78 including $162,442.57 for payroll, were read and reviewed; two claims were discussed: Bernie Clements ($1,000.00) and part of Johnson & Mock ($617.50). After discussion, the two claims were denied. Upon motion by Swanson, Connealy, Roll Call of Ayes - 6, Absent -1; warrant was drawn and checks generated on the respective funds for all claims except the two denied. Discussion with the Co. Surveyor, Fred Franklin, took place during claims review. Franklin will send correspondence to Mr. Clements. The board discussed the surveyor’s actions and statutes that Co. Surveyors have to follow, and best practices were reviewed. Public Comment: Terry Cameron spoke, having no other public comment, the Chairman declared the public hearing closed at 10:00 A.M., and the Board went back into regular session. The CUP for 3 C’s, Inc. was approved… motion Connealy, Titus, Ayes – 6. Absent – Richards. ROADS: ANN CHYTKA, HIGHWAY SUPERINTENDENT Road Maintenance Contracts with Nebraska Game and Parks: Motion to sign (2) contracts with Nebraska Game and Parks Commission; Burt Co. will be paid $140.00/hour for road maintenance inside the Summit Lake SRA and Pelican Point SRA. Motions: Kutchera, Swanson, Ayes –6. Absent - Richards. Projects Change Order – 2023 Overlays: Chytka explained that the change order was necessary because the initial project has overlay only and it was reviewed and decided that patching was necessary before the overlay. “Change Order No. 1” asphaltic concrete patching on Tekamah West Overlay, C-11(442) was approved… motion Pearson, Kutchera Ayes – 6. Absent - Richards. Discussion C-11(425) Bridge C001103825 (located on CoRd. 27 and HI) Chytka shared a summary of the project info and reminded the board that previous bids had been denied. Chytka asked the board for direction for plans for the structure so she can revise for One and Six Year Plans. Discussion CoRd. L – East of Oakland, 6 miles from Hwy. 77 to Betha Road: Chytka shared that four (4) more tubes would need replaced before an overlay should be considered. FY23-24 budget will include those culvert costs and an overlay will no longer be considered for the current budget year. Board of Equalization: No action was needed. Communication placed on file: Assessor’s 3-year Plan of Assessment (2024, 2025, 2026). IT Services Contract: Applied Connective Technologies contracts to begin August 1, 2023. The premium managed IT service portion of the contract will be $39,300.00 annually; the software contract costs will be $20,779.00 annually; approved by motions… Connealy, Titus, Ayes - 6. Absent – Richards. Unpaid/Stricken Distress Warrants: Burt Co. Sheriff Eric Nick prepared a list of unpaid distress warrants for the Board’s review. Burt Co. Treasurer Robin Olson submitted a report citing that there were no distress warrants to be stricken. Inventories for FY 2023-2024: Accepted, approved, and placed on file… motion Titus, Kutchera, Ayes – 6. Absent – Richards. Special Designated Liquor Licenses (3): The Board approved three (3) special designated liquor licenses for Nelson’s Food Pride (Oakland) for wedding receptions: two (2) at Harvest Moon (Oakland) on Aug. 19 and Sept. 2, 2023; one (1) at the Loft (Craig) on Sept. 16, 2023… motion Swanson, Connealy, Ayes- 6. Absent – Richards. Public Comment: Donnette Jackson discussed with the board about gravel supply, jail costs and Co. Road GH repair. FY 2023-2024 Budget: At the end of the meeting, the board spent time re-reviewing office expenditure requests. Each office will be asked to review and try to cut their asking; another review will take place on August 9. Final numbers will be discussed and decided upon until after the valuation is available August 20th. The meeting adjourned upon motions by Titus and Connealy at 11:59 A.M.
