The regular monthly Board of Education meeting was held Monday, July 12, 2021 in the Board Meeting Room in the Elementary Building. Administrators present were Superintendent Jessica Bland and Secondary Principal Michelle Burton. President Anderson called the meeting to order at 8:00 p.m. and noted the Nebraska Open Meetings Law. Notice of this meeting was properly posted and/or published by advance Public Notice in accordance with Board Policy #2008 with notice and advance agenda given to the President of the Board and all members prior to the meeting date. Unwin moved that Tim Magnusson is absent, excused. Diane Pelan-Johnson seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. ROLL CALL Roll Call was called with the following members present: Dan Gramke, Marilee Groth, Brett Johnson, Dane Johnson, Diane Pelan-Johnson, Kiley Johnson, Henry Unwin and Aaron Anderson. REGULAR AGENDA President Anderson welcomed 6 visitors. Kiel and Tahnee Buss addressed the Board. CONSENT AGENDA Groth moved that the consent agenda be approved as presented. Kiley Johnson seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. Items included in the consent agenda included the approval of July 12, 2021 meeting agenda; approval of claims from the General Fund in the amount of $78,322.36 and the Lunch Fund in the amount of $4,869.11; and the approval of minutes from the June 14, 2021 regular school board meeting. TREASURER’S REPORT Mrs. Bland reviewed the information on the treasurer’s report. APPROVAL OF POLICY UPDATES Diane Pelan-Johnson moved that Policy 1001 - General Policy Statement; Policy 1002 - Creation, Amendment, and Distribution of Board of Education Policies; Policy 1003 - Mission Statement; Policy 2001 - Role of the Board of Education; Policy 2002 - Organization of the Board; Policy 2003 - Development and Education of Board Members; Policy 3001 - Budget and Property Tax Request; Policy 5035 - Student Discipline and Policy 5045 - Student Fees be approved as presented. Brett Johnson seconded the motion. Mrs. Bland explained the changes made to the policies. There was no further discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. APPROVAL OF CLASSIFIED, AFTERSCHOOL PROGRAM, STUDENT AND STAFF HANDBOOKS Brett Johnson moved to approve the Classified, Afterschool Program, Student and Staff Handbooks for the 2021-2022 school year as presented. Diane Pelan-Johnson seconded the motion. Mrs. Bland and Mrs. Burton gave brief summaries of changes to each of the handbooks. Voting results were: For Motion-8; Against Motion-0; Other-1. FOOD SERVICE PRICES FOR THE 2021-2022 SCHOOL YEAR Groth moved that the school food service prices for the 2021-2022 school year be set as follows: $2.80 for elementary student lunch; $3.00 for 7th – 12th grade student lunch; $1.60 for elementary student breakfast; $1.60 for 7th – 12th grade student breakfast; $0.30 for reduced price breakfast; $0.40 for reduced price lunch; $2.35 for adult breakfast; and $3.85 for adult lunch. Brett Johnson seconded the motion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. SCHOOL RESOURCE OFFICER CONTRACT Brett Johnson moved to approve the School Resource Officer contract for the 2021-2022 school year. Kiley Johnson seconded the motion. Mrs. Bland reported that she had met with Police Chief Poland to discuss ways to improve service to the school. There was much discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. P2T LEVY FOR 2021-22 SCHOOL YEAR Superintendent Bland reported that the P2T levy for the upcoming year will be $0.005. Northeast Community College will provide a program director. Principal Burton reported that there are 19 students signed up for classes with P2T. Transportation will be provided. SIGNATURE ON ALL OAKLAND-CRAIG ACCOUNTS Dane Johnson moved to approve the addition of Jessica Bland as a signature agent for all Oakland-Craig bank accounts at First Northeast Bank of Nebraska. Diane Pelan-Johnson seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. BOARD MEMBER REPORTS There were no Board member reports. STANDING COMMITTEE REPORTS No committees have met. ADMINISTRATIVE REPORTS Superintendent Bland reported that Ms. April Lutz will officially begin her responsibilities as elementary principal on August 1, 2021. Pam Petersen has decided to return this fall as a paraprofessional. As a result, the elementary is fully staffed for the regular school day. They are still in need of one person to work the after school program. End of the year PK-6th grade enrollment was 214 students. Principal Burton reported that all incoming 7th graders and any 8th-12th grader that will be participating in athletics will need to have a physical. Five secondary staff members, Mrs. Magnusson, Mr. Rexroad, Mrs. Nelson, Ms. Ingram and Mr. Menish, completed their 1st 2 days of MTSS training. We are still recruiting staff members for our open paraprofessional positions. Anticipated 7-12 enrollment for the 2021-2022 school year is 198. Mrs. Burton provided a list of upcoming trainings and events. Superintendent Bland updated the status on many of the projects that are being worked on this summer. Mrs. Bland reported that Leslie Greve has been hired to fill our open food service position. Bland reported that the annual NASB Area Membership Meeting will be held in Fremont on September 29th. Superintendent Bland reminded the Board that the next meeting will be August 16th because of staff returning on August 9th. BOARD PLANNING SESSION Superintendent Bland reported on the budget work that she has completed.
