VILLAGE OF DECATUR BUDGET HEARING September 14th, 2023 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, DECATUR EXPRESS, AND PUBLICIZED IN THE LYONS MIRROR SUN. The guest signing in was Rod Nelson. Guests not signing in were Cindy French, and Couy French. 1) BUDGET HEARING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: All were present. 3) 2023-2024 Budget Hearing 1. Public Hearing 2023-2024 Budget. The Board discussed the 2023-2024 Budget. There was one question from the audience. Rod Nelson stated he would like to see the levy go down. Siecke stated that the Board could lower the levy, but with the unexpected expenses that the Village has incurred in this fiscal year, we just can’t afford to lower it this year. Roger Kirschenman voiced his concern about the levy. Kirschenman made a motion to adopt the 2023-2024 Budget. Troutman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Kirschenman-yes, Troutman-yes. 2. Resolution # 184 Setting Property Tax Request. Siecke read Resolution # 184 RESOLUTION #184 SETTING THE PROPERTY TAX REQUEST WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of the Village of Decatur passes by a majority vote a resolution or ordinance setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; NOW, THEREFORE, the Governing Body of the Village of Decatur resolves that: 1. The 2023-2024 property tax request be set at: General Fund: $132,512.00 Bond Fund: $0.00 2. The total assessed value of property differs from last year’s total assessed value by 32.72 percent. 3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.339025 per $100 of assessed value. 4. The Village of Decatur proposes to adopt a property tax request that will cause its tax rate to be 0.449976 per $100 of assessed value. 5. Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Decatur will increase (or decrease) last year’s budget by 11.62 percent. 6. A copy of this resolution be certified and forwarded to the County Clerk on or before October 15, 2023. Motion by Troutman, seconded by Hightree to adopt Resolution #184. RESOLUTION NO. #183 A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF DECATUR, NEBRASKA, INCREASING THE RESTRICTED FUNDS AUTHORITY BY AN ADDITIONAL 1% WHEREAS the Board of Trustees finds it is in the best interests of the Village that its restricted funds authority be increased by an additional 1%; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE VILLAGE OF DECATUR, NEBRASKA, AS FOLLOWS: Section 1. By a vote of approval of 75% of the members of the Board of Trustees, the restricted funds authority shall be and hereby is increased by an additional 1%. Passed and approved this 14th day of September, 2023.
