VILLAGE OF DECATUR REGULAR BOARD MEETING August 10th, 2023 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. The guests not signing in were: Justin Boden, Bryan Booze, Mike Prine. 1) REGULAR MEETING CALLED TO ORDER BY VICE CHAIRMAN HIGHTREE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-absent, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Mark Siecke was absent. Roll Call: Hightree-yes, Kirschenman-yes, Troutman-yes, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-absent, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-absent, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: Police: Monthly Report. There was not one. Kirschenman stated we did not receive one last month either, he wanted to know why? Hightree asked if KC Bang was around? Warren stated he was at the park when the sirens blew Saturday night warning campers. Lights: Monthly Report. One meter pulled. There needs to be a new pole at the ball field. They belong to Burt County, they do not want to put a new pole up, due to it never being used. The consensus of the board was to see how much it would be for the Village to pay for the new pole. Warren stated we need to find out which lights are working. Water & Sewer: Monthly Report. 1% water loss. There are water leaks on 5th Street fire hydrant, and Broadway. Cass Plumbing is going to fix them. Cass is also going to fix the control valve at the Sears Center. Warren stated there is a trench across Ricker’s driveway. The company that is doing the sewer line project did not get all the parts for the pump, and the Village did not have all the specs on the lift station. Warren stated that they need to do something about this trench while we are waiting for the work to be done. Parks: Monthly Report July 2023 Income of $8,442.35. Rob clipped a corner of a rug that was at camp spot #23. Warren stated he will see what the campers want to do so this can be taken care of. Streets: Monthly Report August 2023 Highway Allocation-$7,311.69. Sales Tax $14,713.84-1/2 to LB840. Knife River will be back the week of September 28th to finish up 6th Street and Second Avenue. 5th Street needs to be overlayed. Kirschenman made a motion to overlay 5th street. Warren seconded the motion. Roll Call: Hightree-yes, Troutman-yes, Kirschenman-yes, Warren-yes. Warren stated the next time we do a big project with the roads, we need to hire an inspector to be there all the time. Sears Center: Monthly Report Nothing to report. 7) OLD BUSINESS Sewer Line 2nd Avenue. Email from David Gilmore stating they have had problems getting a field crew here. The field work is now done and into drafting. He will give us an update at the end of next week. NEW BUSINESS Broadway Brothers-Poker Run & Street Dance. Justin Boden came to the table. They want to block off east 8th street for a street dance on September 9, 2023 Troutman made a motion to allow Broadway Brothers to close off the West half of East 8th Street for a Street Dance on September 9, 2023. Kirschenman seconded the motion. Roll Call: Hightree-yes, Warren-yes, Troutman-yes, Kirschenman-yes. Tree Trimming Bid-Beatty Tree Service. This item was tabled until the next meeting. The Board wants to get another bid. Estimate from Sedwick Insurance Adjuster for Hail Damage to City Hall. Our insurance company found some hail damage to City Hall when they came to look at the gutters. Their estimate is $10,043.09 for roofing, siding and window glaze. The board decided to table this to get bids from contractors. Bryan Booze came to the meeting along with Mike Prine. The Board listened to what he had to say. Bryan asked if our attorney could be at the September 14th meeting, and he will have his attorney here. He stated that our attorney was supposed to be at this meeting. It was stated that the Clerk spoke with our attorney yesterday and he didn’t say anything about being here. The Clerk will put Bryan Booze on the agenda for the September 14th meeting. Resolution # 182 Sewer Rates. Resolution #182 Establishment of Sewer Rates A resolution by the Board of Trustees of the Village of Decatur, Burt County, Nebraska pursuant to § 52.10 of the Code of Decatur, establishing the sewer rates the Village shall charge for the use of sewer. BE IT RESOLVED by the Board of Trustees of the Village of Decatur, Burt County, Nebraska the Village hereby establishes the following sewer rates and shall charge sewer rates as follows for the usage of sewer it provides. Sewer Usage Rates: Each customer receiving sewer service shall be charged a fee of $21.00 per month. Pursuant to § 52.10 of the Code of Decatur, the Village Clerk shall have the duty of billing persons and collecting all monies the Village receives related to providing sewer usage. The Village Clerk shall faithfully account for the report to the Village Board, all monies collected. Troutman made a motion to adopt Resolution #182 raising sewer rates. Warren seconded the motion. Roll Call: Hightree-yes, Kirschenman-yes, Troutman-yes, Warren-yes. Passed and adopted this 10th day of August, 2023. This resolution shall take effect and be in full force after its passage, approval and publication as required by law. Village of Decatur, Nebraska Vice Chairman Wayne Hightree ATTEST: Therese M Magill Village Clerk Well Results and Purchase of Meter, Motor and Cleaning. Received a bid from Layne Christensen for a total of $25,392.81 for cleaning, replacing pump and installing a meter for well #2. Motor replacement-$7,190.00, Cleaning-$11,660.00, Meter installation-$6,542.81. The meter is a requirement from NDEE. Warren made a motion to accept the bid for replacing the motor, cleaning the well, and installing a meter for well #2 from Layne Christensen in the amount of $25,392.81. Troutman seconded the motion. Roll Call: Hightree-yes, Kirschenman-yes, Warren-yes, Troutman-yes. Bid for Air Conditioner at Sears Center (Kitchen) The air conditioner in the kitchen at the Sears Center stopped working. Received a bid from Matt’s Plumbing and Heating for $3,297.00 for materials and labor to change out AC Compressor and repair Leak in Linset. Option 2 Materials and Labor to Change out AC Condensing Unit (Entire Outside Unit) and repair Leak in Linset. $4,134.00. Troutman made a motion to replace whole unit for the $4,134.00. Kirschenman seconded the motion. Roll Call: Hightree-yes, Warren-yes, Troutman-yes, Kirschenman-yes. Maintenance Applications. The Board received an application for part-time maintenance worker. Troutman made a motion to hire Skylar McMullin as part-time street worker at $14.00 an hour, pending results of a drug test and back ground check. Warren seconded the motion.
