VILLAGE OF DECATUR SPECIAL BOARD MEETING August 21, 2023 @ 4:00 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. There were no guests signing in. 1) SPECIAL MEETING CALLED TO ORDER BY CHAIRMAN SIECKE Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: All were present. 1. Maintenance Applicant. Kirschenman made a motion to go into executive session to discuss the applicant for Maintenance opening at 4:13 PM. Hightree seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Kirschenman-yes, Hightree-yes. Warren made a motion to come out of executive session at 4:52 PM. Troutman seconded motion. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes. Warren made a motion to hire Jarrod McElroy as full-time Maintenance worker at $26.00 an hour and 100% paid family insurance (insurance will start the day he starts). Jarrod will have to give notice to his current employer. Siecke stated that he asked Jarrod to contact the Clerk about getting a Release of information form, and schedule him for a drug test. Kirschenman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Troutman-yes, Warren-yes, Kirschenman-yes. 2. Sewer Project on Second Avenue. The Board discussed the sewer line project on Second Avenue. Troutman stated the Engineer came to look at the project. The manhole is not deep enough, he stated that we need 4-5 feet at the bottom of the manhole below the main that comes in. This is in case the electricity goes out, the sewer will not backup into the main. The State requires at least two hours of holding. Gilmore is working with the State of Nebraska on this issue. Second Avenue Street work will not be done at this time until the sewer issue is figured out. Warren asked about the open trench on Second Avenue? Troutman stated they left it open to wire the lift station. Now that the sewer project is on hold, the trench be filled in. 3) MOTION TO ADJOURN THE SPECIAL MEETING: Troutman motioned to adjourn the meeting at 4:55 PM Hightree 2nd the motion.
