City of Oakland Council Proceedings MARCH 18TH, 2024 On March 18th, 2024, the governing body met for a regular meeting of the Mayor and City Council of the City of Oakland, Nebraska, which was held at the Municipal Building, 401 North Oakland Avenue in Oakland, Nebraska. The public had been advised of the meeting by the publication of notice in Oakland Independent as well as three public places: City Auditorium, Post Office, and First NE Bank of Nebraska. Mayor Jacobs started the meeting at 7:00 p.m. with Roll Call. Mayor Dan Jacobs, Council President Nathan Anderson, Council Member Jeremiah Johansen, Council Member Scott Swenson, and Council Member Amy Denker-Rost were all in attendance. At 7:25 pm Council President Anderson made a motion to approve the JEO Consulting Planning and Zoning blight and substandard study proposal agreement with option number three (3) to be the focus with the cost of $7,750.00. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay - 0. 2. Council President Anderson made a motion to approve getting a contract set into place between the City and Brummond Disposal on hauling the city's trash weekly/monthly at the rate of $210 per round trip, $1,500 per month. Motion was seconded by Council Member Swenson. At 7:13 pm all present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay – 0 3. At 8:03 pm Mayor Jacobs and Chief Hetzler discussed the three bids/quotes that were presented to the city regarding the camera system. Quotes were read as CSI - $ 119,996.00 with a four (4- year) payment arrangement plan of ($29,999.00 per year) Verkada Kidwell - $96,175.00 for one quote with Kidwell and $94,216.65 with Carrieraccessit - both with a five (5) year option. Black Diamond - $366 per month / $50,671.25. At 8:16 pm Council Member Swenson made a motion to table item # 5. A. Motion was seconded by Council Member Denker-Rost. At 8:18 pm Council President Anderson made a motion to open the public hearing for Conditional Use Permit pertaining to LOT: 1TO7&PT TR E BLOCK: 34 RAILROAD ADDITION OAKLAND, commonly known as 101 S Logan Ave. Motion was seconded by Council Member Denker-Rost. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay - 0. Motion was made at 8:21 pm to close the public hearing by Council President Anderson. At 7:37 pm Council President Anderson made a motion to open the public hearing for Zone Change application to hear testimony in favor of, or opposition to, and to answer questions in relation thereto the proposed zoning change for the property generally located north of E 3rd Street between N Aurora Avenue and Jan Scheree Drive. Motion was seconded by Council Member Swenson. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay – 0. At 7:37 pm Council President Anderson made a motion to close the public hearing. At 7:41 pm Council President Anderson made a motion to open the public hearing for Preliminary Plat Application to hear testimony in favor of, or opposition to, and to answer questions in relation thereto the proposed Preliminary Plat for the property generally located north of E 3rd Street between N Aurora Avenue and Jan Scheree Drive. Motion was seconded by Council Member Johansen. All present Voting: Aye (Nathan, Jeremiah, Scott, Amy)- 4, Nay - 0. At 7:47 pm Council President Anderson made a motion to close the public hearing.
