The regular monthly Board of Education meeting was held Monday, June 14, 2021 in the Board Meeting Room in the Elementary Building. Administrators present were Superintendent Smith, Elementary Principal Bland and Secondary Principal Burton. President Anderson called the meeting to order at 8:00 p.m. and noted the Nebraska Open Meetings Law. Notice of this meeting was properly posted and/or published by advance Public Notice in accordance with Board Policy #2008 with notice and advance agenda given to the President of the Board and all members prior to the meeting date. Magnusson moved that Brett Johnson and Dane Johnson are absent, excused. Unwin seconded the motion. There was no discussion. Voting results were: For Motion-7; Against Motion-0; Other-2. Motion carried. ROLL CALL Roll Call was called with the following members present Gramke, Groth, Diane Pelan-Johnson, Kiley Johnson, Magnusson, Unwin and Anderson. REGULAR AGENDA President Anderson welcomed 3 visitors. No one addressed the Board. CONSENT AGENDA Magnusson moved that the consent agenda be approved as presented. Diane Pelan-Johnson seconded the motion. There was no discussion. Voting results were: For Motion-7; Against Motion-0; Other-2. Motion carried. Items included in the consent agenda included the approval of June 14, 2021 meeting agenda; approval of claims from the General Fund in the amount of $104,732.84 and Lunch Fund in the amount of $10,176.02; and the approval of minutes from the May 10, 2021 regular school board meeting. TREASURER’S REPORT Mr. Smith reviewed the information on the treasurer’s report. Brett Johnson arrived at 8:06 p.m. CURRICULUM PURCHASE Diane Pelan-Johnson moved that the purchase of Social Studies ($10,216.50) and Social Emotional Learning Curriculum ($12,044.25) for the elementary as presented. We will be able to us ESSER II and ESSER III funds for these purchases. Kiley Johnson seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. POLICY REVIEW AND UPDATE Unwin moved to approve the policy changes as presented to Policy 2005 – “Conflict of Interest”, Policy 3001 – “Budget and Property Tax Request”, Policy 3003 and 3003.1 – “Bidding for Construction, Remodeling, Repair, or Site Improvement and Using Federal Funds in This Process”, Policy 3003.1 and 3004.1 – “Bidding for Construction, Remodeling, Repair, or Related Projects Financed with Federal Funds and Fiscal Management for Purchasing and Procurement Using Federal Dollars”, Policy 3042 and 3043 – “Construction Management at Risk Contracts and Design-Build Contracts”, Policy 4043 – “Professional Boundaries and Appropriate Relationships Between Employees and Students”, Policy 5018 – “Parent and Guardian Involvement in Educational Practices”, Policy 5054 – “Bully Prevention, Policy 5063 – “Audio and Video Recordings”, and Policy 6036 – “Reading Instruction and Intervention Services” be approved as presented. Magnusson seconded the motion. Mr. Smith reviewed the policies and proposed changes. There was no additional discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. INCREASE THE DAILY COMPENSATION FOR A SUBSTITUTE TEACHER Groth moved to approve increasing the daily compensation for a substitute teacher from $110 to $120 a day. Brett Johnson seconded the motion. There was no discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. GIRLS WRESTLING Diane Pelan-Johnson moved to approve adding girls wrestling as a winter sport. Matt Nelson will serve as head coach for both the boys and girls teams. Kiley Johnson seconded the motion. There was some additional discussion. Voting results were: For Motion-8; Against Motion-0; Other-1. Motion carried. COMMITTEE ON AMERICAN CIVICS UPDATE The American Civics Committee presented the results of their review of our Social Studies curriculum. As required by LB 399, time for public comment was allowed. There was no public comment. DISCUSSION ON RETURN TO SCHOOL, ACTIVITIES PROTOCOLS, FACILITY USE Superintendent Smith reported that masks will be optional during Summer School except when social distancing is not possible. As long as Covid cases remain low, we should be able to make masks optional when school starts in August. BOARD MEMBER REPORTS Several board members thanked Superintendent Smith for his years of service to Oakland-Craig and wished him well in his future endeavors. STANDING COMMITTEE REPORTS None of the committees have met. ADMINISTRATIVE REPORTS Elementary Principal Jess Bland explained which social studies and social emotional learning curriculums have been chosen. Kristin Johnson and Molly Broekemeier have been each been awarded a grant through ESU 2 to complete their Masters degrees. MAP and FastBridge data was reviewed. A list of multicultural activities was provided. Sixty-one students participated in Summer School this year. Current PK-6th grade enrollment is 214 students, which is the same as last month and down 11 students from last year. Secondary Principal Michelle Burton reported current enrollment for the 7th through 12th grades at 206 students and projected 19-20 enrollment of 198 students. Mrs. Burton reported the need to hire 2 paraprofessionals to replace Ms. Rayburn who has been hired as a special education teacher and Mrs. Winckler who has moved out of the district. A list of multicultural activities was provided. Several workshops and conferences are planned over the summer. Superintendent Smith updated the status on many of the projects that are being worked on this summer. Smith reported that for now we will not be adjusting the school calendar due to the change in format of the Girls and Boys State Basketball Tournament. We will address additional days off as they arise. Mr. Smith reported that Mrs. Selken is gathering quotes for some new/additional equipment in the kitchen. Mr. Smith ended his report by thanking the Board for all of their support over the last 6 years.
