VILLAGE OF DECATUR REGULAR BOARD MEETING February 8th, 2024 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. Guests signing in were: Jerry Dunning, Rod Nelson. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: All were present. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were no corrections. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report – No report. A. Part-time Police Officer Application. Troutman made a motion to hire Jonathan Romo-Rodriguez as part-time police officer at the standard rate of pay. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes, Hightree-yes. B. Resignation Letter Chief Bang. Hightree made a motion to accept KC Bangs resignation. Kirschenman seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 2) Lights: Monthly Report- No meters were pulled. Nothing to report. Hightree stated that he is very concerned about the traffic on 7th Street. He saw a person almost get hit by a vehicle that was speeding down 7th Street and two children. He stated he doesn’t think that the board or anyone else should tell the officers to sit and run traffic. Siecke stated that maybe we should contact the State Patrol and ask them to patrol in the Village. 3) Water & Sewer: Monthly Report- A. Water Loss-2.70% Garrett Johnson (Village Engineer) will be here Tuesday, February 13th to go over the Second Avenue Sewer Project. 4) Parks: No Income. Nothing to report. 5) Streets: Monthly Report A. February Highway Allocation: $7,079.03, Incentive $600.00 to be paid to Street Superintendent Ann Chytka for 2023. B. December 2023 Sales Tax: $10,305.91 – ½ to LB840. Incentive Payment-$600.00 Cold Mix needs to be ordered. 6) Sears Center- A. The back door has been fixed. B. Open House is being planned to showcase the new equipment. Friday, February 23rd from 2:00 PM to 7:00 PM, Saturday, February 25th from 1:00 PM to 3:00 PM, Sunday, February 25th from 10:00 AM to 12:00 PM. The Fitness group is asking to send postcards to residents to let them know about the upcoming open house. The cost will be around $300.00 for postcards and postage. The Board was in agreement to purchase the postcards and stamps. 6) NEW BUSINESS: 1. Signing Interlocal Agreement Rural Transit Program Funding. The Board had already voted to pay the $1,500.00 yearly for the Rural Transit. Troutman made a motion for the Chairman to sign the Interlocal Agreement Rural Transit Program Funding. Hightree seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Warren-yes, Troutman-yes, Hightree-yes. The Village office and the Senior Center has the brochures for the phone number and the cost. 2. Bids for 2025 Budget and 2024 Audit. The agenda item for bids for the audit and budget were tabled. The Board is waiting for more bids. 3. Quote for Backup Grinder Pump-Riverview. This item was tabled for the time being. 4. Donation Letter-Fire Department. Hightree made a motion to donate $100.00 to the Fire Department. Kirschenman seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 5. Roger Kirschenman/Jerry Dunning-Tractor Pull on Sunday of Riverfront Days. Kirschenman and Dunning have spoken with the property owners and are asking to use the ball field for parking. Warren made a motion to allow an Antique Tractor Pull to be held on Sunday, June 16th from 12:00 PM to 5:00 PM. Troutman seconded the motion. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Warren-yes. Troutman-yes. 7) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting Thursday, March 14th, 2024 at 5:30 PM. 2. Missouri River Bridge Information. This information was given to all board members. 3. Information on EPIC Bill (Elimination of Property, Income and Corporate taxes). This information was in the board member packets. 4. Information from Mosquito Control. They will be adding spray for ticks and fleas to this year’s bug control. 5. Are there any questions or comments from the audience? There were no questions. 8) APPROPRIATIONS AND CONSIDERATION OF THE CLAIMS: 1) Claims preapproved by Siecke, Hightree and Troutman. 2) Motion to Approve the Claims as submitted Troutman made a motion to approve the claims as submitted. Warren seconded the motion.
