VILLAGE OF DECATUR REGULAR BOARD MEETING March 13th, 2024 @ 5:30 PM NOTE: Everyone must use the microphones at the table. The audience must be quiet during the meeting. If you want to ask a question and you are not on the agenda, you must raise your hand, get permission from the Chairman, and come to the microphone before speaking. If you are on the agenda the same rule applies. THE VILLAGE BOARD HAS THE RIGHT TO MODIFY THE AGENDA AT THE REGULAR MEETING WHEN CONVENED. MEETING IS OPEN TO THE PUBLIC. A COPY OF THE OPEN MEETINGS ACT IS LOCATED ON THE NORTH WALL. A COPY OF THE MEETING NOTICE WAS POSTED AT THE CITY HALL, POST OFFICE, FIRST NEBRASKA BANK, AND DECATUR EXPRESS. Guests signing in were: Michael Parsons, Josh Townsend, Tim Slaughter, Lee Ann Warren, Kathy Robinson, Aleta Jessen, Della Kellogg. Guests not signing in were Greg Jump, Bonnie Hennig, John and Robyn Sparks. 1) REGULAR MEETING CALLED TO ORDER BY CHAIRMAN SIECKE. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. Quorum Present-yes 2) EXCUSE BOARD MEMBERS NOT ATTENDING THE MEETING: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 3) AGENDA AND MINUTES OF THE PREVIOUS MONTH'S MEETING RECEIVED: Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 4) APPROVAL AND/OR CORRECTION AND SUSPENDED READING OF THE PREVIOUS MONTH MINUTES. There were none. Roll Call: Hightree-yes, Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes. 5) REPORTS OF OFFICERS, BOARDS AND OR COMMITTEES: 1) Police: Monthly Report A. John Sparks Part-time Police Chief. Sparks stated that if his full-time job requires him to be there, that will come first. Hightree made a motion to hire Officer Sparks as part-time police chief. Warren seconded the motion. Roll Call: Kirschenman-yes, Siecke-yes, Troutman-yes, Hightree-yes, Warren-yes. B. Josh Townsend-Change Status to Sargeant. Siecke spoke with Officer Townsend about the Sargeant position. Siecke stated that with Officer Sparks wanting to be part-time police chief, that his status would not have to change. Siecke asked if Officer Townsend was okay with no status change and he stated yes. C) Police Car Radar. Officer Townsend came to the table. He stated that the radar was too old to be fixed. He gave the board members the prices of a refurbished radar with a one (1) year warranty. $1,795.00. Or a new radar for $4,859.65. Troutman made a motion to purchase the refurbished radar for $1,795.00 with a one -year warranty. Kirschenman seconded the motion. Roll Call: Hightree-yes, Siecke-yes, Warren-yes, Troutman-yes, Kirschenman-yes. Townsend will get the radar ordered. Officer Townsend gave the police report. 2) Lights: Monthly Report Hightree gave the Light report. 3) Water & Sewer: Monthly Report A. Lead & Copper Rule Revisions Lead Service Line Inventory. Must be submitted by 10/16/2024, or will be sent to the EPA for enforcement. B. Lead Service Line surveys sent with utility bills. Siecke asked what the percentage of surveys had to be returned? There has to be 100% returned. We will send the surveys again in the May 2024 billing. After that we will have to go door to door. C. Spoke with Monte Kerchal from Midwest Assistance Program for GIS Mapping project of the water and sewer lines. He stated that the 2024 projects have been set. He will put the Village on the list for after October 1st, 2024. There is a grant available to have this done. After all the mapping is finished, everything will be on the computer so if changes need to be made, they can be updated. Our engineer is working on the plans for replacing the water line from 11th street to the campground due to the line leaking. 4) Parks: Monthly Report – Income of $19.91. Warren gave the park report. 5) Streets: Monthly Report March Highway Allocation-$7,271.96. February 2023 Sales Tax $14,058.49 - 1/2 to LB840. Kirschenman gave the street report. 6) Sears Center: Monthly Report A. Push Pedal Pull-Preventative Maintenance Agreement. Hightree made a motion to have the fitness center equipment maintenance by Push-Pedal-Pull 2 times per year at $1,060.00 for three (3) years. Troutman seconded the motion. Roll Call: Kirschenman-no, Warren-yes, Siecke-yes, Hightree-yes, Troutman-yes. 6) OLD BUSINESS: 1. Budget and Audit Bids. The Board tabled this until the April 11th, 2024 meeting. 2. Tank Maintenance Solutions. Tower Repair. Nothing was discussed. 7) NEW BUSINESS 1. Aleta Jessen/Kathy Robertson-Ordinance Requiring all free-roaming cats be spayed or neutered. Aleta Jessen and Kathy Robinson are asking the board to add a section to the Cat Ordinance to state Spade or Neuter your cats if they are able to go outside, define ownership, license and have rabies shots. 2. Lee Ann Warren/Aleta Jessen-Farmers Market Shelter. Lee Ann, Aleta, Bonnie Hennig, and Kathy Robinson came to the table to discuss putting a 40X60 shelter on the lot that the Village owns for a farmer’s market. They are asking permission from the Village before they go to the Future of Decatur Foundation to ask for funding. Hightree made a motion to proceed with the grant request from the Future of Decatur Foundation, for the Farmers Market Shelter on Lot 6, Block 21. Kirschenman seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes, Kirschenman-yes. 3. Tim Slaughter-LB840 Tim Slaughter came to the table with the LB840 application and costs for the storage building. He is requesting $35,000.00 from LB840. (this is approximately a third of funds needed to build the 10-unit storage building). Kirschenman made a motion to grant Tim Slaughter $35,000.00 in LB840 money to construct a 40 X 122 10-unit storage building. Hightree seconded the motion. Roll Call: Siecke-yes, Troutman-yes, Warren-yes, Kirschenman-yes, Hightree-yes. 4. Michael Parsons-Letter to the Board. The clerk will discuss this item with the Village attorney. 5. Greg Jump-Report & Update on Apartments. Greg came to the table with a spread sheet from his accountant for the use of LB840 funds that were used on the apartments. Siecke stated that the electrical inspection has been done and it passed. He is adding a public laundromat in the rear of the property. 6. Planning Commission meeting minutes. No one came to the meeting. Discussed Zoning Administrator opening. 7. Utility Box for 2024 Ford Pickup. The cost for the bracket is $650.00 with shipping, he stated it takes about 8 hours to switch boxes and the dealership charges $100.00 an hour. The pickup will have to be taken to the Lincoln dealership. 8. Beck Park Camping Rates. No changes made to camping rates. 9. 2022-2023 Audit Audit is not finished. The board will have to schedule a special board meeting, due to the audit being due by March 31, 2024. 10. Cleanup Day-Dates. Chad from Carrier Containers has not gotten back with the Clerk with his open dates. The dump was checked today by NDEE, they found some pallets that need to be removed. 11. Resolution #189-Title VI – Civil Rights Warren moved for the adoption of said Resolution #189 Seconded by Hightree Roll Call: Kirschenman-yes, Siecke-yes, Troutman-yes, Warren-yes, Hightree-yes. The Resolution is available to read at the Village office. 8) CORRESPONDENCE AND ANNOUNCEMENTS 1. Next Regular Board Meeting, Thursday, April 11, 2024 at 5:30 PM. 2. Bridge Surveys are due March 15, 2024 (Friday). 3. Are there any questions or comments from the audience? There were no questions from the audience. Received a thank you from Joyride. Siecke asked the Clerk to check to see if anyone from the Decatur area has used the van. Troutman asked if the Three Rivers Housing could be on the agenda for the April meeting.
